Green initiatives are popular mechanisms globally to enhance environmental and human wellbeing. However, multiple green initiatives, when overlapping geographically and targeting the same participants, may interact with each other, giving rise to what is termed “spillover effects”, where one initiative and its outcomes influence another. This study examines the spillover effects among four major concurrent initiatives in the United States (U.S.) and China using a comprehensive dataset. In the U.S., we analysed county-level data in 2018 for the Conservation Reserve Program (CRP) and the Environmental Quality Incentives Program (EQIP), both operational for over 25 years. In China, data from Fanjingshan and Tianma National Nature Reserves (2014–2015) were used to evaluate the Grain-to-Green Program (GTGP) and the Forest Ecological Benefit Compensation (FEBC) program. The dataset comprises 3106 records for the U.S. and 711 plots for China, including several socio-economic variables. The results of multivariate linear regression indicate that there exist significant spillover effects between CRP & EQIP and GTGP & FEBC, with one initiative potentially enhancing or offsetting another’s impacts by 22% to 100%. Abstract Conservation efforts under the nature-based solutions (NbS) framework aim at better management of ecosystems and improvement of human well-being. Policies targeting forest-based livelihoods align well with the NbS principles, but their social-ecological outcomes are often confounded by complex human-environment interactions. In this study, we identify one major feedback effect of the ecosystem dynamic on people’s livelihoods based on datasets collected from two study areas in China and Nepal. Our methodology integrates satellite remote sensing, household surveys, and statistical models to investigate households’ cropland abandonment decisions under the influence of crop-raiding by wildlife. Results show that cropland parcels that have experienced crop-raiding are more likely to be abandoned in the following years. The more damage the crops have suffered on a given parcel, the more likely it is that the parcel will be abandoned. Parcels in proximity to natural forests, farther away from the house location, and with poorer access to paved roads bear a higher risk of being abandoned. These effects are robust and consistent after controlling for multiple parcel features and household characteristics at different levels and using the dataset from each study area separately. We conclude that policymakers need to consider this undesirable feedback of the ecological system to the livelihoods of local people to better achieve co-benefits for ecosystems and human society.more » « less

Abbass, Kashif (Ed.)Forests play a key role in the mitigation of global warming and provide many other vital ecosystem goods and services. However, as forest continues to vanish at an alarming rate from the surface of the planet, the world desperately needs knowledge on what contributes to forest preservation and restoration. Migration, a hallmark of globalization, is widely recognized as a main driver of forest recovery and poverty alleviation. Here, we show that remittance from migrants reinforces forest recovery that would otherwise be unlikely with mere migration, realizing the additionality of payments for ecosystem services for China’s largest reforestation policy, the Conversion of Cropland to Forest Program (CCFP). Guided by the framework that integrates telecoupling and coupled natural and human systems, we investigate forest-livelihood dynamics under the CCFP through the lens of rural out-migration and remittance using both satellite remote sensing imagery and household survey data in two representative sites of rural China. Results show that payments from the CCFP significantly increases the probability of sending remittance by out-migrants to their origin households. We observe substantial forest regeneration and greening surrounding households receiving remittance but forest decline and browning in proximity to households with migrants but not receiving remittance, as measured by forest coverage and the Enhanced Vegetation Index derived from space-borne remotely sensed data. The primary mechanism is that remittance reduces the reliance of households on natural capital from forests, particularly fuelwood, allowing forests near the households to recover. The shares of the estimated ecological and economic additionality induced by remittance are 2.0% (1.4%∼3.8%) and 9.7% (5.0%∼15.2%), respectively, to the baseline of the reforested areas enrolled in CCFP and the payments received by the participating households. Remittance-facilitated forest regeneration amounts to 12.7% (6.0%∼18.0%) of the total new forest gained during the 2003–2013 in China. Our results demonstrate that remittance constitutes a telecoupling mechanism between rural areas and cities over long distances, influencing the local social-ecological gains that the forest policy intended to stimulate. Thus, supporting remittance-sending migrants in cities can be an effective global warming mitigation strategy.more » « less

Concurrently implemented green initiatives to combat global environmental crises may be curtailed or even sacrificed given the ongoing global economic contraction. We collected empirical data and information about green initiatives from 15 sites or countries worldwide. We systematically explored how specific policy, intended behaviors, and gains of given green initiative may interact with those of other green initiatives concurrently implemented in the same geographic area or involving the same recipients. Surprisingly, we found that spillover effects were very divergent: one initiative could reduce the gain of another by 22 % ~ 100 %, representing alarming losses, while in other instances, substantial co-benefits could arise as one initiative can increase the gain of another by 9 % ~ 310 %. Leveraging these effects will help countries keep green initiatives with significant co-benefits but stop initiatives with substantial spillover losses in the face of widespread budget cuts, better meeting the United Nations’ sustainable development goals.more » « less

Rural out-migration was a rare socio-economic phenomenon when community forestry began in the 1980s in Nepal. Now, out-migration significantly influences nearly every aspect of rural livelihoods in the country. However, it is unclear how out-migration affects community forestry governance, which is essential for sustainable rural development. Therefore, this paper addresses the following research question: Does rural out-migration affect forest users’ participation in community forestry decision-making and management practices? This paper draws on data collected from an extensive survey of 415 households from 15 community forest user groups in 2 Mid-Hill districts of Nepal. The research used ordered-logit regression to model the impacts of out-migration on participation in forest management and decision-making, while controlling for a number of other socio-economic factors. The model results show that total household size and number of internal migrants, together with multiple resource characteristics and institutional attributes, were major factors affecting participation in decision-making and forest management. However, the number of international migrants did not have a significant role in determining the levels of the participation. This study provides valuable insights for future community forestry policymaking that aims to address the effects of out-migration on community forest management in Nepal.more » « less

null (Ed.)The southern Appalachian forests have been threatened by several large-scale disturbances, such as wildfire and infestation, which alter the forest ecosystem structures and functions. Hemlock Woolly Adelgid (Adelges tsugae Annand, HWA) is a non-native pest that causes widespread foliar damage and eventual mortality, resulting in irreversible tree decline in eastern (Tsuga canadensis) and Carolina (T. caroliniana) hemlocks throughout the eastern United States. It is important to monitor the extent and severity of these disturbances over space and time to better understand their implications in the biogeochemical cycles of forest landscapes. Using all available Landsat images, we investigate and compare the performance of Tasseled Cap Transformation (TCT)-based indices, Normalized Difference Vegetation Index (NDVI), Enhanced Vegetation Index (EVI), and Disturbance Index (DI) in capturing the spectral-temporal trajectory of both abrupt and gradual forest disturbances (e.g., fire and hemlock decline). For each Landsat pixel, the temporal trajectories of these indices were fitted into a time series model, separating the inter-annual disturbance patterns (low frequency) and seasonal phenology (high frequency) signals. We estimated the temporal dynamics of disturbances based on the residuals between the observed and predicted values of the model, investigated the performance of all the indices in capturing the hemlock decline intensity, and further validated the results with the number of individual dead hemlocks identified from high-resolution aerial images. Our results suggested that the overall performance of NDVI, followed by TCT wetness, was most accurate in detecting both the disturbance timing and hemlock decline intensity, explaining over 90% of the variability in the number of dead hemlocks. Despite the overall good performance of TCT wetness in characterizing the disturbance regime, our analysis showed that this index has some limitations in characterizing disturbances due to its recovery patterns following infestation.more » « less
